- In 1999 the US Department of Agriculture and the Environmental Protection Agency announced a Unified National Strategy for Animal Feeding Operations. The strategy sets forth a range of flexible actions to minimize the water quality and public health impacts of livestock operations.
- Up to 20,000 concentrated animal feeding operations will be required to develop comprehensive nutrient management plans as part of a national permitting system. These operations generally include facilities with 1,000 or more animal units, facilities with unacceptable conditions such as direct discharge into waterways, and facilities that significantly contribute to water quality impairment.
- About 95 per cent of the remaining 450,000 animal feeding operations are expected to implement voluntary comprehensive nutrient management plans under the AFO Strategy.
